In 2003 President Bush promised President Karzai that Afghanistan's Highway One, a virtually impassable 482 km (300 mile) connection from Kabul to Kandahar, would be paved by year end. In April 2003, the Louis Berger Group was told "to make it true". LBG had eight months to build a road on a heavily mined track, passing through regions still under Taliban threat. Three decades of fighting had left Afghanistan without any national construction capacity: no equipment, no labor pool, no materials sources, no contractors,. This is the story of how LBG addressed the risks to bring the project in on time. |
